Add mention notifications back

In Echo it was possible to "mention" users by adding their nickname in the text like so: [[User:Frisk|Frisk]], reverb seem not to have this feature? It's quite important for conversations and I already missed one reply to my message because of it.
Perhaps consider adding mentioning back if the edit where the user is mentioned is accompanied with their signage (~~~~).
