<noinclude> tags not respected by DPL3

<noinclude> tags are not respected by DPL3, the content within these tags gets transcluded. No additional stray tags were present, just:

<noinclude>Content to not include</noinclude> and some content to include

Which resulted in: Content to not include and some content to include

Version 3.3.3 on MW 1.33 and 1.34
