Alt attribute without empty attribute value should be considered valid
Currently rule https://html-validate.org/rules/wcag/h37.html considers an empty alt tag as invalid. This seems wrong.
Reduced test-case
<img src="img.jpg" alt="">
is considered valid.
<img src="img.jpg" alt>
is considered invalid.
I think both are null attributes and should be considered valid.
I tested with VoiceOver on MacOS and the screenreader makes no difference between these two cases.
Configuration
{'wcag/h37': ['error', { allowEmpty: true }]}
Expected result
Both above examples should be considered valid.
