Release 0.2.4 comprises the last round of core changes prior to a shift in Josh and John's focus on applications.

The number scheme here is a little arbitrary. We're going to make a bigger bump when we actually do the release, however for tracking and inertia, we'll temporarily keep the 0.2.4 version number.

I think I'd like to restrict this milestone to the critical functionality required for us to call the version "complete. There will be another milestone for nice-to-haves.

I'd also like to do our best to adhere to the 2 week time slot if possible and refrain from adding new tickets so that we can get a better sense of our working pace.
