This is to be the final update to HiberniaReport as is, and its bigger brother will be coming in the future. 

This update fixes two long unfixed bugs
- The Plugin randomly outputs the link to the webhook's avatar in console (debug message I forgot to remove)
- Bug/Player reports 1 word long would not be sent, giving an error message. (Now support for 1 word reports, at long last!)

Changed from using bukkit's plugin.yml based permission check in order to have a customizable no-permission message. 

Adds Player Reports, Adds Customizable Username / Avatars.
