Only attempt to install dependencies if they are missing, allowing unprivlidged users to perform a build (assuming all the dependencies are installed)

Reverted to a single hestiapi build job, as gitlab.com is unwilling to allow artifacts over 1GB, so no sense in splitting the build process up for them (plus a single job is more efficient, so that's nice)

-serial stdio resulted in 'cannot use stdio by multiple character devices' error, so switching to mon:stdio in hopes that'll work better

Optimization to work around the process getting stuck sometimes when it's supposed to be logging in and changing the password

Moved setting up swap from job 5 to job 4 to balance out the time and get job 5 to be consistently under the 3 hour gitlab.com limit

Moved the test to the end and removed the monolithic build jobs since they just duplicate the broken out ones

Split hestiapi_3.sh because it takes longer than gitlab.com's 3h limit imposed on Ultimate level subscription accounts

Fixed a place where grep could return a non-zero status code and cause the entire installation script to error out
