Some timestamps are truncated in console output

Current situation

Some timestamps (mostly coming from Java services) are truncated in the console output.

Non-truncated timestamps

This is caused be an improper timestamp handling: trailing zeros for ms may or may not be generated. opentf-ctl was expecting them.
