Adding an opentf-ctl command to display namespaces and their configuration

The feature has been requested by users via the issue SQSUP-4164 opened on the support platform.

It could be interesting to have an opentf-ctl command to display namespaces and their configuration, E.g. the associated workflows, execution environments, authentication tokens...

Note that we should be vigilant with the permissions granted to this command, only an admin profile should have access.
