Show concurrency group notifications

Current situation

Concurrency group support has been added to the orchestrator. Notifications are published on concurrency group-related changes (running in a group, pending in a group, completing in a group), which may help users managing their workflows.

But they are not shown by default, and displaying all notifications may produce lot of noise.

Desired outcome

Group notifications are few and far. They should always be displayed.
