[Performance]Really slow request on opentf-ctl get workflows

orchestrator: nightly 12/07/2024

After multiple FAILED workflows on the orchestrator, at least 20, if I run the command opentf-ctl get workflows from an external point of the orchestrator, the command takes a really long time to respond.

Here is the output of time opentf-ctl get workflows:
