Generate report

Current situation

For each completed workflow, at least one HTML report is now generated and multiple HTML reports may be configured in the Insight Collector service configuration file, but there is no easy way for the user to test this configuration.

Desired outcome

Create the opentf-ctl generate report command, allowing for generating HTML reports based on the user-provided local configuration file (similar logic already exists for the quality gate service).
