Prepare for dynamic hooks/pools changes

Current situation

Hooks and pools definitions are only loaded at start time. This means that changing a hook definition or adding or removing a pool's entry requires a service restart.

Desired outcome

This issue is a preparatory step, not the dynamic reload implementation.
