Allow for custom strategy in publication queue, improve logs

Current situation

The publication event queue helper provided by the toolkit does not allow for a customisable backoff strategy. Also, it produces no logs in case of republication.

Desired outcome

We should be able to customize the used strategy, per queue, and there should be at least some logs in case of failed publication.
