"Cache filled" message published by the quality gate when a workflow contains no testResults

Current situation

As the qualitygate plugin no longer raises an exception when there are no testResults in a workflow (in order to send an 'OK' response), it publishes "cache filled" message:

Desired outcome

Restore the debug message Workflow {workflow_id} contains no test cases, not filling cache.
