Offload event publication from agent handling threads

Current situation

The agent channel handler publish events in query handling threads, which can cause delays if the eventbus is busy, and prevent repeating publications in case something unexpected occurrs.

Desired outcome

The publications should occur in their own thread, allowing for throttling, republication, and such.
