Incorrect phase for execution environments

Current situation

Some execution environment are shown in PENDING phase, but they are not actually pending. The execution environments are effectively available, but tools such as opentf-ctl get channels hence show incorrect information, and this may have an impact on Squash TM pill.

Desired outcome

A proper phase should be notified.
