A workflow affected to a deleted agent should be killed

Current Situation

Sometimes a workflow can be affected to a dead agent before the liveness probe kicks in.

The workflow is then stuck in a running state and deleting the dead agent does not stop the workflow.

It should since we already know where it's supposed to be executed.

Desired Outcome

The job fails
