Add logic + endpoint for filtering of participants [USER-ONLY]

Add logic and endpoint for filtering of participants.

Filter by first/last name and number - first priority.

Filter can be done by whether participants is already finished or not - this can be used in WGCT to show participants who still doing burpees (idea).

This endpoint should be only accessible by logged in users.
