Can Artanis guarantee API stability for mayor versions?

Or is that not a goal yet? I'm asking because recently an application that worked with Artanis 1.0 broke when Artanis was upgraded to 1.2.2. The reason was that art work failed to launch the app because of a missing conf/plugins.scm file.
