add QD shortcuts

In our wow.vipc we already created quick drop shortcuts like he to insert the HSE-Error-Logger on an error wire.

It would be nice, if those shortcuts would directly come with the HSE-Logger.VIP.

We would need to

• read the quick drop keyboard configuration string from labview.ini
• append the corresponding strings, if not already there
• see what happens, when the package is deinstalled
