Theseus: CI and test metrics flowing for Modular Components

### Problem Statement
Modular Component teams have no CI or test observability by default. The product covers some basics (e.g. DORA metrics and pipeline status), but teams have to build everything else themselves or go without: test results, failure categories, job duration trends, and more.
This is the gap ~"group::development analytics" work targets. We define what good observability looks like for a Modular Component, wire it up on real components, and work toward making it the default for every team that builds on Theseus. The long-term direction is a catalog of signals a team can opt into based on where they are in their component lifecycle.
Q3 focus: understand what the product already covers, map the signal gaps, get the scaffold working reliably end to end, and get metrics flowing for at least one real component (Artifact Registry or Orbit).

- [ ] A pet project can be scaffolded in three bench commands and produces metrics in ClickHouse.
- [ ] At least one real Modular Component (Artifact Registry or Orbit) has metrics flowing to ClickHouse.
