REST API Docs Production Readiness and GA Launch

(#261 - closed), the API Platform team delivered an experimental deployment of GitLab's REST API documentation using OpenAPI 3.0 and Scalar. The outcome of that epic validated the problem solution and technical approach, however, it does not yet meet quality standards for production-readiness. This epic tracks the work to deliver a production-ready deployment to replace the legacy API documentation that is continuously deployed, secure, performant, and publicly available. Note: API documentation rendered by Scalar is intentionally _not_ packaged for self-managed instances, so does not have to go through the PREP process. ## Exit Criteria * **Infrastructure**: production-ready continuous deployments, performance, observability * **User experience**: branding parity, live API testing, multi-version support * **Stakeholders**: AppSec and Technical Writing approvals, launch communicated * **Migration**: api.gitlab.com/rest live, docs.gitlab.com links redirected, usage metrics ## Development Log <!-- STATUS NOTE START --> ## Status 2026-06-25 :clock1: **total hours spent this week by all contributors**: 8 :tada: **achievements**: - Reorganized package registry endpoints using tags for better discoverability.
