Service Desk / Mailroom observability
Sometimes these processes fail and it's not clear why.
On gitlab.com, we have the following that gives some insight into the status of these services:

- a Mailroom health check (GitLab fork specific) :point_right: https://gitlab.com/gitlab-org/ruby/gems/gitlab-mail_room#health_check
however, they are only for administrators. The experience could be more helpful for non-admin users to determine the following:
a) if there is a problem
b) how bad it is, and the nature of it
c) what to do to address it
