This epic tracks the implementation for health of a work item. This is similar to the [Health Status](https://docs.gitlab.com/ee/user/project/issues/managing_issues.html#health-status) on issues today. This information is separate from the workflow state that an issue is in. Example: - Red/At Risk - Yellow/Needs Attention - Green/On Track This information should bubble up from child items to it's parents to signal when a deliverable is at risk.
