Make Build Artifact management more user friendly

While we continue to work in improving the frontend experience (i.e. updated UI for the display of artifacts, showing parent-child relationships), users are lacking actionable features which will allow for bulk actions (i.e. deletion). We also lack notifications/warnings (e.g. "You are at 90% of storage usage") or ability for the customer to set notification limits (e.g. limits at 50%, 75%, etc.) and perform automated clean up if desired. This epic captures new capabilities to support the next set of "user focused" functionality to enable out customers to manage storage of these Build Artifacts. ### Expectation 1. Users can perform bulk actions to transfer or delete artifacts 2. Users will be notified when storage is reaching limit(s) 3. Users can customize their own set of notifications related to storage limits (which may be a paid feature)
