This MVC collects the items for the merge request pipeline feature that will allow building of combined merge request refs. https://gitlab.com/gitlab-org/gitlab-ee/issues/7380 is the primary issue and can be viewed for additional context. Other items support the creation of these merge refs as well as ensuring the runner is able to access them.
