When reviewing a list of dependencies, it is important to have an overall view of everything in your organization. With this release, you can see all dependencies within all projects and sub-groups.

### Problem to solve

Managing dependencies at the project level is problematic for large organizations that want to audit their dependencies across all their projects. Some customers have thousands of projects. Users need a simple way to view dependencies at the Group and Sub-Group levels.

1. Users will be able to view a `Dependency List` page under the `Security & Compliance` menu when viewing a group or sub-group in GitLab.
1. In addition to the columns that are currently available, a new `Project` column will be added.
Note: Ideally the backend code will be associated with the `Namespace` object so it can be reused as one code base across Groups, Sub-Groups, and Projects. This will also allow the feature to be easily added at the Workspace level in the future.

If we add our backend code to the `Namespace` object then it will ideally be reusable across the group, subgroup, and the project levels (the project level would only come when we eventually get feature parity with the current page at the project level).
