Use AlmaLinux as base builder
## Overview
CentOS 8 is EOL Dec. 31, 2021. Therefore, we have decided to utilize AlmaLinux as our new base builder. This epic will capture the work to complete this effort.
### Why AlmaLinux
Enterprise Linux distributions are built from the same source and, except for `os-release` and `GPG` keys, identical. During testing of AlmaLinux and Rocky Linux, I found that packages from any binary Red Hat Enterprise Linux distribution worked with each as one would expect.
For this reason, we will officially support all Red Hat Enterprise Linux binary compatible distributions.
Reviewing our options, we assert our best path is to build using AlmaLinux. AlmaLinux is backed by a company with a long track record of building an enterprise Linux compatible distribution and has the processes in place to sustain it. This aligns to our preference for the boring solution. AlmaLinux also keeps us in alignment with our community members who prefer to run enterprise Linux without the requirement to sign up for licensing agreements, even when those licensing agreements are free of charge.
For today's usage, our builds in CentOS should just work in AlmaLinux. We can schedule work to build out validation and testing and migrate toward AlmaLinux as our base builder for the longer term.
