[DevOps Adoption] Show high-level overview of GitLab adoption

Confirm that we are getting value out of GitLab and justify renewing our subscription 1. Track adoption over time and quickly identify if adoption declines so I can investigate 1. Track increases in adoption over time so I can report progress to leadership ### Proposal 1. It does not include any changes to the adoption table itself - Both new sections are a high-level overview that is an aggregation of adoption by all sub groups and projects.
