Add a graph below the overview section that shows adoption over time  ### Scope - This epic introduces two new sections to the DevOps Adoption page: an overview section and a graph. It does not include any changes to the adoption table itself - Both new sections are a high-level overview that is an aggregation of adoption by all sub groups and projects.
