Installation and Configuration documentation improvements
This is intended to be the main epic focused on improving the documentation that is part running and configuring GitLab.
Right now our documentation faces a few problems:
1. Installation documentation spread out between our marketing site, and multiple documentation sites
1. Configuration documentation spread out and duplicated across multiple documentation sites
1. No single navigation tree for exploring GitLab operational documentation
1. Topic focused rather than use case focused
This leads to documentation that is difficult to use, leading to users primarily using google or other tools to find what they need. If they don't search for it, they may not know we have it.
## Next steps
1. Refresh our Azure and single-node AWS documentation. Right now they are out of date or don't exit. These should be low effort. - https://gitlab.com/groups/gitlab-org/-/epics/5013
1. If it is relatively easy, unify our navigation. This will buy us time but still improve the situation, while we explore the larger effort of documentation consolidation.
1. Installation documentation consolidation. First step is to lift and shift existing marketing site docs to docs site. Then explore a better installation UX.
