Incident List - Iteration 1
### Problem to solve
As a user responsible for maintaining the availability and reliability of services for customers, I want the ability to view a list of my active incidents so that I can make sure on-going problems are being responded to so that I can meet my SLOs.

### User experience goal
Responders can triage active incidents in a list view. Incidents list view is accessible from/near alerts list view.
### Proposal
- **Establish Incidents as a type of Issue**
- Add Incidents as a main nav item in the lefthand nav bar
- Create a list view for Incidents
- Enable manual creation of an Incident from the list view
- Add search and filter functionality to the list view
### Design
We polled SREs and team members and, almost unanimously, people preferred surfacing incidents separately from alerts. So, this would mean adding a separate nav item, and a separate list, specifically for incidents:
