Out-of-the-box Network Policy Set

### Problem to solve

There are several problems that can be addressed by providing a default policy set for users:
* Not all users are comfortable developing policies from scratch; however, these users may feel more confident implementing or modifying policies that are pre-written for them
* Users are unlikely to be aware of the breadth of protections that are available without some examples
* Users want to look to default policies as a reference point for 'best practice' policies to implement

After installing Cilium, the user will be able to follow a specific set of steps in the documentation to install a default policy set. After installing this policy set, the policies will be visible in the Policy Management UI.

### Proposal

Package a default set of Network Policies with GitLab
* Engineering to develop and get PM and EM approval on a set of default policies focused on proper segmentation and web application protection
* The selected set of Network Policies will be deployed by default in a disabled state when Cilium is first installed
* Note: Instructions to install the default policy set can be made available via documentation
### Policy Set
*Engineering to propose additions/edits to this list:*
* Log all traffic between all namespaces
* Log all traffic between all pods and the node they reside on
* Log all outbound traffic (out of the Kubernetes cluster)
* Log all inbound traffic on any port except port 80 and 443
These policies are not intended to be mutually exclusive. The user may want to use multiple.
The policies are initially all set to log so the user can understand what traffic they are seeing and confirm what is seen is expected, then later change policies to block unexpected traffic. The policies should also be initially disabled to give the user time to make any necessary modifications. We warn the user that if they modify the policies to block unexpected traffic that is legitimate, then it may break their applications.
