Value Stream Management - Viable maturity
### Viable Maturity Definition The bar for viable maturity [set by the handbook](https://about.gitlab.com/direction/maturity/) is: "Significant use at GitLab the company. UMUX Lite score at least 3.14 for the main job to be done (JTBD) when tested with internal users. No assessment of related jobs to be done." ### Expectations for Value Stream Management The market for Value Stream Management solutions has evolved rapidly over the last 18-24 months as have expectation about what capabilities are required for a value stream management solution. Many of these can be deferred until we work on [Complete Maturity for VSA](https://gitlab.com/groups/gitlab-org/-/epics/3799) but a few are crucial to address now. These include: * Unblocking dogfooding for GitLab.org. * Fixing fundamental issues with our approach to calculations. * Supporting a basic set of measures in metrics library such as the DORA and most of the "Flow" metrics. * An initial Value Stream visualization we can further enhance during our journey to Complete Maturity.
