Spec a horizontal workflow solution
GitLab lacks a robust solution for planning and executing work that spans multiple groups and projects. This is a critical gap for several product areas, most notably Plan, and blocks teams from managing cross-functional work effectively within the platform.
In Q1, we will staff a short, timeboxed effort to produce a comprehensive spec for a valuable initial solution to this problem. The spec will be feasible and grounded in real user needs, but will not include pricing estimates -- that will follow as a separate activity once the spec is validated.
**Team composition:**
- 1 Product lead
- 1 UX lead
- 1 Engineering lead
- 1-2 additional Engineering participants
## Acceptance Criteria
- [ ] A clearly defined problem statement and target user personas are documented
- [ ] A proposed solution is fully specced, covering UX flows, key interactions, and data model considerations
- [ ] The spec identifies what is in scope for an initial (MVC) release and what is explicitly out of scope
- [ ] Technical feasibility has been reviewed and signed off by the Engineering lead
- [ ] UX designs or wireframes are included or linked
- [ ] The output is ready to hand off for effort estimation and pricing in a follow-up phase
