Hybrid Configurations v2
As outlined in https://gitlab.com/groups/gitlab-org/-/epics/16716+s, the decision was made in 17.10 to disable hybrid configurations until underlying problems were resolved. This epic is to capture work necessary to resolve those underlying problems and re-enable hybrid configurations for GitLab customers.
This iteration enables instance administrators of **GitLab Duo Self-Hosted** on Self-Managed to configure both fully self-hosted models, as well as GitLab AI Vendor models for use with Duo features –[ hybrid configurations](https://gitlab.com/groups/gitlab-org/-/epics/17192).
The first iteration will focus on enabling customers to choose from among their self-hosted models and the default GitLab AI Vendor model via the cloud-connector AI Gateway.
### Definition of Done
* Self-Hosted customers have the ability to switch between models supported on their Self-Hosted environment OR the default GitLab AI Vendor models on a feature by feature basis
* Customers can choose one model per feature/sub-feature
* Customers can confirm the connection of each feature x model
