Issue Board WIP Limits
We are working on our [WIP MVC / primitive](https://gitlab.com/gitlab-org/gitlab-ee/issues/11403#note_197395984), but beyond this, I hypothesize we will quickly reach the need to branch based on the diversity in project management methodologies employed by our wider community. The [13th State of Agile Report](https://www.stateofagile.com/#ufh-i-521251909-13th-annual-state-of-agile-report/473508) is a good resource to get data regarding current adoption rates per method.
Follow on questions to start thinking about and answer:
* Would users prefer to edit all board/list settings in a single view/mode or on a per list basis?
* Would users like the ability to enable different Issue Board "modes" which would enable sane defaults for each mode / use case such as Kanban, Scrum, Flexible.
