storage(s3): migration to SDK V2

Support for AWS SDK v1 that we are currently using ends in [July 2025](https://aws.amazon.com/blogs/developer/announcing-end-of-support-for-aws-sdk-for-go-v1-on-july-31-2025/). This epic tracks tasks needed to migrate to the SDK v2.
