As a followup to https://gitlab.com/groups/gitlab-org/-/epics/12193+, this epic encapsulates all the work must be done and delivered as a part of second phase of implementing agent authorization policies for workspaces. The end goal of this phase is to deliver everything required for general rollout of the feature.
