### Problem to solve [Cameron](https://about.gitlab.com/handbook/product/personas/#cameron-compliance-manager) needs to enforce the use of rules, settings and security policies across multiple projects. Currently compliance frameworks are 1:1 relationship with project and are configured at top group level, but can be set at either group or project level.
