(Size: XXL) - Make Code Review work with Cells 1.0
## Summary
GitLab's Cells architecture distributes your data across isolated database shards, and this workstream ensures that Code Review features like merge requests, diffs, notes, and approvals work seamlessly within that model by sharding and partitioning the underlying database tables. With this work complete, you can trust that Code Review continues to perform reliably and at scale as GitLab migrates to a Cells-based infrastructure, without any disruption to your day-to-day review workflows.
This epic contains all issues for making ~"group::code review" ~backend work with Cells 1.0.
