This epic lists the deltas between the developer and the maintainer role. Meaning, all of these are permissions that Maintainer has, that Developer does not. Splitting these into customizable permissions can help our customers move away from assigning Maintainer more often than they'd like to, due to the fact that it has a lot of privilege, and oftentimes, only a few things are needed from this list.
