VSD - adding "Usage overview" panel
### Problem to solve:
Software delivery with GitLab is a black-box for the executive. With the heavy investment they made in GitLab, they want to understand what happened so far and what was the platform usage. This becomes more and more important as remote work grows.
The current [Usage trend](https://docs.gitlab.com/ee/administration/analytics/usage_trends.html#total-counts) report is limited to SM and [admin-only](https://gitlab.com/gitlab-org/gitlab/-/issues/233855), but we should making this information widely available to the entire management. This related to the FY25 investment themes of [adding parity between Self-Managed & GitLab.com](https://about.gitlab.com/direction/#strengthen-our-saas-deployments--capabilities).
### Proposal
Adding a new panel (widget) based on a batch processing, to provides a comprehensive monthly metrics aggregation for a the top-level namespace. The panel showcases key metrics, including Users, Projects, Groups, Issues, Merge Requests, and Pipelines, offering a holistic view of the top-level namespace. It will be positioned above the comparison panel for seamless navigation and enhanced visibility.

### Users experience goal
1. As an executives I need to easily understand GitLab usage trends as remote work expands within my organization, I need clear insights into the platform usage.
2. As software leader I need visibility into how much DevOps work is done and including the volume and nature of tasks performed.
3. As software leader I need to understand how many users are engaging with the platform.
4. As software leader I need this data in an executive summary report to be the baseline to my monthly or quarterly software performance discussion.
5. As software leader I will use these high-level Usage statistics to demonstrate GitLab's ROI, and to build business cases for additional licenses/capabilities.
