Total time estimate and time spent by epic
<!-- This template is a great use for issues that are feature::additions or technical tasks for larger issues.--> ### Proposal _submitted by @groemhildt_wsbeng_ You can currently see time spent on a mile stone for all of the issues in that milestone. While this is helpful, it would also be useful to see the total time spent on an epic vs estimated. The use case is an epic is usually a larger task or user story that we would break down into smaller tasks. Some tasks will go under our estimates, and some will go over, so it would be nice to see when an epic is completed how we did on average. Were we over budget on average? or were we under budget? Using the time tracking at the epic level would enable us to quickly realize this and explain to our stakeholders where things were at. Ideally, we would see the same sort of view that is currently available for milestones showing total time estimated vs total time spent but on the epic level. <!-- Label reminders Use the following resources to find the appropriate labels: - Use only one tier label choosing the lowest tier this is intended for - https://gitlab.com/gitlab-org/gitlab/-/labels - https://about.gitlab.com/handbook/product/categories/features/ -->
