This helps reduce the number of epics directly owned by https://gitlab.com/groups/gitlab-com/gl-infra/-/epics/148, thus delaying hitting the [limit](https://docs.gitlab.com/ee/user/group/epics/manage_epics.html#multi-level-child-epics). This epic is `closed` so that it appears in the [:white_check_mark: Completed Work](https://gitlab.com/groups/gitlab-com/gl-infra/-/epics/148#white_check_mark-completed-work) section of the parent epic.
