We need to create the prometheus CI monitors in the new `org-ci` environment. They are already chef controlled, but will need terraform and their chef roles put into the new environment. Keep in mind, these are the prometheus servers that are inside the CI project and monitor the runner machines, not the managers. By putting these into K8S, we will also be helping https://gitlab.com/gitlab-com/gl-infra/infrastructure/-/issues/10046 along by providing a framework for building out these kinds of ci related prometheus servers.
