The goal is:

1. Devs can edit, auto-complete, etc. the .ml files inside Visual Studio Code.

Secondary goals (can be punted):

1. No need for background WSL2.
2. No need to install heavy Visual Studio.
3. No need for devs to write CMake files (although Android Gradle Plugin can still use CMake underneath).
