use netdata and Tower to build a self healing demo

1. netdata monitors service availablilty
2. netdata detects alert
3. netdata calls Tower API to trigger fix
4. Tower finds appropriate playbook to apply fix
5. Playbook is executed
6. netdata will detect normal behavior and clear alert

With the introduction of EDA, this needs to be adopted or dropped entirely.
