* Reference the base of the release-notes tree, where applicable.
* Include release-notes in PDF so we can link to them.
* Abandon labels to redundant docs.

All releases include the full release notes tree from previous releases
instead of using documents sectioned by year. This means it is labor
intensive to avoid ambiguity when referencing the current release notes.

Until/unless we find a better solution, this change removes problematic
links to recurring release notes sections.
