    ci: add config with ACPP_FORCE_INSTANT_SUBMISSION · ee8a2fdd

    - Update ACpp CI image: 24.02 -> 24.10
- Bump CUDA and ROCm in the image to current latest
- Set `ACPP_FORCE_INSTANT_SUBMISSION` in `gromacs:acpp-rocm-mpi:*` jobs to check
  that we don't accidentally fall back to non-instant mode anywhere
- Fix the tests that use out-of-order queues, tests are now more aligned with
  actual API usage.
- Make sure the ACpp sanity check uses same build type as requested, to avoid
  edge cases like broken `assert`s.
