Logbook / Log providers deep integration

Deeply integrate with the known loggers available in GT.

This means pulling logs from as well as sending logs to each of the providers; remote and local.

Timely synchronizations via "settings" values AND when we 'think' it's worth synchronizing.

IE: When a QSO event happens and we push a log entry to LoTW... Start a 30 minute timer to go ask LoTW if it's been confirmed yet. In the case of a real-time QSL, there will be no need to start a timer as we know they confirmed it.
